Neighborhood Housing Services (NHS)
2003 Minor Home Repair program

Opportunities for property owners in the City of Milwaukee Community Development Block Grant (CDBG)  target area to complete minor home repairs on residential properties.  This program is sponsored by Community Development Block Grant (CDBG) monies. This program is intended to provide funding primarily to low and moderate income homeowners to rebate the cost of materials and labor on residential properties located in the City of Milwaukee CDBG target area. 

A rebate can be recieved for 50% of the cost of repairs if the property is owner-occupied.  Alternately, a rebate can be received for 33% of the cost of repairs if the property is 
investor owned.
  The maximum rebate amount is $750.00

Eligible activities are permanent improvements to a residential housing unit and related structures, that include, but are not limited to:

Repair and replacement of--
bulletroof and related components. 
bulletfoundation and related structures.
bulletsecurity improvements.
bulletnon-functioning and/or non-compliant heating and ventilation systems.
bulletnon-functioning and/or non-compliant electrical fixtures.
bullet installation of permanent improvements to increase mobility for the elderly and/or the disabled.

Repairs necessary to correct code violations

bulletof existing fences and gate.
bulletof existing stairs, walkways, and retaining walls.
bulletpurchasing smoke or carbon monoxide detectors.

Activities that may be eligible  (only if they are completed by a State of WI certified lead removal contractor:

bulletpainting of exterior residential structures, including garages.
bulletrepair/replacement of painted porches, and related structures, siding, soffits, fascias.
bulletrepair/replacement of windows, doors, trim, and related components.

Applicant Eligibility

This program is intended to provide assistance to low and moderate income homeowners in the CDBG program target area.  Both owner occupied and rental properties may be eligible. Specific income guidelines are available at any of the participating organizations.

Important Guidelines to ease the Application Process

1.  An application must be filled out with NHS at the time of the interview.
2.   While an applicant can gather quotes and pricing for the work they want to complete, they must not sign or  purchase anything until the NHS application is on file. 
3.  Once an application has been completed and approved, the scope of work cannot be changed without prior written approval through NHS.
4.  Owners then have 60 days to complete the approved repairs.

Owner Occupied Home Rehabilitation Program

bulletForgivable loans with a fixed interest rate of 0% to 3%.
bulletDeferred Payment Loans (DPL) is available to low-income family.
bulletImprovements can include but not limited to window replacement, outdoor siding, electrical, heating and plumbing updates.
bulletInterest rate and terms are determined by family size and income. Owner must be below 80% of county median income. (See chart below.)

Rental Rehabilitation 
Investor owners can received:

bulletOwners can receive up to $10,000 per residential unit and $10,000 for exterior improvements.
bulletOwners must provide 50/50 matching fund towards the project cost.
bulletProperty must remain up to code and pass re-inspection for over a five years period after rehabilitation.
bulletImprovements are similar to the owner occupied program.
bulletTenant must meet income and rental guidelines.

   Mixed-Use Rehabilitation Program

bulletThe Mixed-Use Rehabilitation Program offers forgivable loans up to $10,000 per unit for the rehabilitation of mixed-use properties (at least residential unit and commercial unit) in eligible areas of the City of Milwaukee.
bulletOwners must provide 50/50 matching funds towards the project.
bulletTenant must meet income and rental guidelines. (Refer to Rental Rehabilitation Program for income and rental guidelines, listed above.)
bulletProperty must remain up to code and pass re-inspection for over a five years period after rehabilitation.

Neighborhood Improvement Project (NIP)

The Neighborhood Improvement Project (NIP) is a program that assists eligible Milwaukee resident homeowners with a variety of services in the Neighborhood Strategic Planning (NSP) areas. These services include:

Provide minor and major home repairs and improvements to correct code violations.

bullet

Provide a rebate up to $500 for eligible minor home repair projects.

bullet

Eliminate lead hazards on painted surfaces. 

bullet

Build wheelchair access for eligible residents who are physically challenged.

bullet

Provide security repairs such as dead bolt and burglar bar installation for elderly and crime victims.
 

Paint and Fix-Up Program

LBWN and the Wisconsin Housing and Economic Development Authority (WHEDA) have partnered to initiate the Paint and Fix-Up program. The targeted area of the initiative includes S. 36th Street and S. 39th Street between W. National Avenue and W. Pierce Street. WHEDA has awarded LBWN with a $15,000 grant to help property owners enhance the appearance of their own property and their neighborhood for the well being of the whole community. The program is intended to encourage property owners to make improvements to the outside of their properties. Rebates are for EXTERIOR improvement projects only.

Owner Occupied:

bulletEligible to receive a rebate up to $300 for exterior paint.
bulletEligible to receive a rebate up to $500 for exterior repairs.

Non-Owner Occupied:

bulletEligible to receive similar grants as owner occupied. However, owner must provide matching funds up to the grant amount but not to exceeding $800. 

*An application must be submitted and approved in order to be eligible for the rebates.
