Neighborhood Improvement Project (NIP)

The City of Milwaukee's Neighborhood Improvement Project (NIP) assists eligible owner occupants in
repairing their homes. All repairs are based upon municipal building code violations, lead hazard reduction,
and health and safety concerns. NIP is not a remodeling program. The repairs are authorized by the
Department of Neighborhood Services (DNS) and funded by the Community Development Grants
Administration (CDGA).

Target Investment Neighborhood Program (TIN)

The Targeted Investment Neighborhood (TIN) initiative is designed to sustain and increase
owner-occupancy, provide high quality affordable rental housing, strengthen property values, and improve
the physical appearance and quality of life of neighborhoods. TINs focus resources for three years on a
small area, and offer forgivable loans up to $10,000 for owner occupants and up to $14,999 per unit for
rental properties.  

Within the LBWN neighborhoods we have the Greenfield Station TIN.  The boundaries of the Greenfield
Station TIN are Layton Boulevard (27th Street) on the east, 35th Street on the west, Scott Street on the
north, and Mitchell Street on the south.  Residents who live within those boundaries can take advantage of
the three different TIN programs listed below.

Home Rehabilitation Loan Program
The Home Rehabilitation-TIN Loan Program offers forgivable, low-interest, and deferred payment rehab
loans to income-qualified owner-occupants in a TIN. Interest rates and terms are tied to income and family
size.  Homeowners are eligible for a
$10,000 forgivable loan provided it is matched at least 1 for 1 with a
payback or deferred payment loan.

Priorities of the program include exterior code-related repairs such as roofing, siding, and porch repairs;
lead paint abatement including replacement windows; energy conservation; and plumbing, electrical, and
heating repairs.  After the work is completed, homeowners are expected to keep their property code

Rental Rehabilitation Loan Program
The rental rehab program offers eligible investor owners forgivable loans of up to $14,999 per unit for the
rehabilitation of residential rental units in TIN neighborhoods.  Improvements eligible in this program are
similar to the home rehab program outlined above.  Generally units must have at least two bedrooms to
qualify.  The property must meet building code requirements upon completion of the rehab. In addition, the
property must pass periodic re-inspections over a 5-year period. (contact info above)
Primary Prevention Program (Window Replacement)

The Primary Prevention Program provides money to abate lead based paint hazards in windows for eligible
property owners.  UP to $190 per window is available to replace windows.  Eligible properties must reside
within the target area (most of the LBWN neighborhoods lie within this area), have children who are less
than 3 years of age, and qualify as low income.

We Energies Multi-family, Small Business, and Nonprofit Program

Owners of 2 to 8 unit multi-family buildings (this includes duplexes) and some small businesses can receive
a free energy assessment of their buildings.  Some benefits of the program are free air sealing service, free
programmable thermostats, free energy-efficient products, and cash incentives for a number of common
improvements.  You are allowed to use the contractor of your choice for any improvements made through
this program.

Focus on Energy

Focus on Energy works with eligible Wisconsin residents and businesses to install cost effective energy
efficiency and renewable energy projects. Focus information, resources and financial incentives help to
implement projects that otherwise would not be completed, or to complete projects sooner than scheduled.
Its efforts help Wisconsin residents and businesses manage rising energy costs, promote in-state economic
development, protect our environment and control the state's growing demand for electricity and natural
gas.

Energy Assistance (SDC Program)

Energy assistance provides low-income residents with financial benefits for fuel costs, emergency furnace
repair and replacement, and restoration of utility services. These services include:

  • Regular energy assistance to help with your annual home energy costs.
  • Crisis assistance includes: retention of utility services, reconnections, oil deliveries and furnace
    repair or replacement. (Note: furnace repair or replacement is only available when home is owner
    occupied). It is offered when funds are available.
  • Referrals for other heating related services.

It is intended to help pay a portion of heating costs and is not intended to pay the total annual heating cost.
The amount of heating assistance benefit varies according to household size, income level, and household
heating costs.

Weatherization Program (SDC Program)

The SDC Weatherization Program includes a number of energy efficiency upgrades.  These upgrades will
help reduce your home heating bills, save energy, and make your home warmer in the winter and cooler in
the summer.  Eligible homes will receive these services at no cost to the tenants or owners.

Community Warehouse

Community Warehouse is a non-profit, faith-based provider set up to serve people in the Milwaukee
community with affordable home and facility improvement materials. Our goal is to partner with foundations,
non-profits, individuals, builders, contractors, manufacturers and retailers to provide the resources that are
needed for rebuilding Milwaukee’s under-resourced communities and as a result, significantly improve the
quality of life in our neighborhoods.

Community Warehouse has home improvement materials such as doors, windows, flooring, cabinets, and
much more at a discount of up to 75%.  An annual membership of $25 is needed for individual residents.  
Mention LBWN when signing up for a membership and you will receive $10 off the membership
price.

Rebuilding Together Greater Milwaukee (RTGM)

Rebuilding Together Greater Milwaukee’s (RTGM) mission is to provide free, professional-quality home
repairs for low-income homeowners who are senior citizens and/or persons with disabilities who live in
Milwaukee and Waukesha Counties.  The RTGM vision is to have engaged, independent homeowners
living in safer, stronger, and more stable neighborhoods throughout the Greater Milwaukee area.

RTGM organizes Rebuilding Day on the Saturday before Memorial Day in May.  Rebuilding Day is RTGM's
annual event where they complete critical home repair projects for low-income homeowners in need.  
Volunteer teams, local sponsors, and community partners work together to complete repairs that will
provide safe and healthy homes for the homeowners they serve.  The projects include plumbing, electrical
work, carpentry, flooring, painting, accessibility modifications, improving energy efficiency, and much more.

In addition to Rebuilding Day, RTGM operates year round programs dealing with emergency home repairs,
accessibility modifications, and refers applicants to other housing programs that may benefit them and fulfill
their housing needs.

Home and Rental Rehabilitation Programs

Don't live within the TIN boundaries?  No problem!  The City of Milwaukee offers additional home and rental
rehabilitation programs that cover the entire LBWN neighborhood.

Home Rehabilitation Program
The Home Rehabilitation Loan Program offers low-interest and deferred payment rehab loans to

Rental Rehabilitation Program
This program is similar to the TIN Rental Rehab program, but it applies to the entire LBWN neighborhood.
The program provides a $14,999 per unit forgivable loan to responsible investor owners and contains
program priorities and rules similar to the TIN Rental Rehab program.

Block Stabilization Program (BSP)

If you have at least two vacant, foreclosed houses on your block, the BSP presents the opportunity for
current residents to attract new homeowners by enhancing the appearance of their neighborhood.  BSP
offers a
matching grant of up to $500 for exterior improvements that are visible from the curb.  Visible
improvements on your home may help attract new responsible homeowners to your block.

Eligible improvements include: exterior doors, windows, exterior lighting, landscaping, railings, porch repair,
mailboxes, awnings, sidewalk repair, lead safe exterior painting, shutters, and decorative lights.

Tool Loan Program (Housing Resources Inc)

Housing Resources Inc (HRI) offers a Tool Loan Program that lends tools to people who own homes in the
City of Milwaukee. For homeowners who are planning do-it-yourself home improvement projects, the Tool
Loan Centers provide a low cost alternative for finding the tools you need. The Tool Loan Centers stock a
wide variety of hand and power tools from screwdrivers, hammers and pipe wrenches to sanders, saws,
ladders, wheel barrows and much more.

Membership is easy, just stop by the Tool Loan Center located at 1407 W Lincoln and sign up. The annual
fee is $25 or $20 for those 62 years and older.

Milwaukee Energy Efficiency (Me2)


Me² assists City of Milwaukee homeowners and businesses finance energy efficiency upgrades to their
properties. Me² makes it easy and affordable to make energy saving upgrades such as new windows,
insulation, air sealing, new heating equipment and lighting. With Me², you can pay for your upgrades as you

Neighborhood Stabilization Program (NSP)

Are you interested in the exciting opportunity of buying an affordable foreclosed home in our
neighborhood?  The NSP program provides eligible owner-occupants with forgivable loans ranging from
$20,000 to $30,000 to help pay for the purchase and rehabilitation costs of certain foreclosed homes.  
Homes must be part of the NSP Program Area, which currently covers almost the entire LBWN
neighborhood.  The NSP also assists responsible investor owners with forgivable loans up to $17,500 per
unit to help pay for rehabilitation costs of foreclosed rental properties.

2012 Most Improved Home Contest

The Most Improved Home Contest is back for 2012 thanks to the generous support of
Tri
City National Bank
and The Home Depot.  This is your chance to win the $1,000 First Prize
for the Most Improved Home in the neighborhood by making exterior home improvements
that are visible from the front sidewalk.  The contest builds on the success of
2011's Most
Improved Porch Contest
which leveraged over $24,000 of residents' personal investments
